I actually read an article once that said NASA uses relatively low resolution cameras on it's Mars Explorer Robots, (in the region of 1 megapixel) as this resolution is perfectly adequate for navigation cameras.
I think that the survey cameras are slightly higher resolution but not by much, the fact is that they are very high quality and so while the pictures are relatively low res (this is good for bandwidth when sending back to earth I guess), they still produce some great pictures.
A perfect example of selecting the right tools for the job.
